China is home to 83 million people with disabilities, accounting for more than 6 percent of the total population, in which over 75 percent of the disabled live in rural areas. Although funds for supporting the disabled are available in abundance, it is difficult to implement the policies in the rural areas due to poor transportation and lack of information. Unemployment rates for disabled adults have remained a serious problem. The strategic proposal of the Chinese government aims at integrating the disabled into the workforce environment. However, many people with disabilities have comparatively low qualifications and poor production skills, which deny them from employment . Due to social prejudices regarding disabilities, the employment rate of the disabled is very low in China. Although China implements a system of employment with the disabled on a pro rata basis, people with disabilities are not under the scope of expenditure.
The constitution of China obliges the country to promote the employment of the disabled. Furthermore, the Law of the People’s Republic of China on the Protection of Disabled Persons 1990, offers specific provisions prohibiting employment-related discrimination of people with disabilities . The policies and programs initiated by the law implements open employment opportunities by creating awareness of various employment service providers, offering support and financial incentives for assisting the disabled in welfare enterprises and self-employment. China has accelerated the construction of barrier-free facilities in both urban and rural areas in order to protect the legitimate rights and interests of the disabled people. The employment rate for working-age disabled populations in China has increased from 60 percent in 1988 to 82.5 in 2005; an increase of over 20 percent in a decade is a positive sign .
In China, although the laws provide various tax incentives and legal support in the recruitment of the disabled, there is a quota for companies in employing the disabled individuals, the failure of which leads to the payment of fine . However, most of the companies are reluctant in following the regulations as they feel that paying the fines is better than taking time and effort in providing training to the disabled employees. Another major issue for the disabled employees is integration into the work environment and acceptance by other colleagues. Employing the disabled brings corporate value and business to the companies. Hence, organizations should look at expanding the workforce and include the disabled who have the potential to become outstanding employees of the organization. In the recent years, China has been discussing on human-centered growth by employing a greater number of employees. Various provinces in China have introduced civil service examinations in electronic version with relevant software that aids the disabled candidates.
Many companies have realized the reliability and productivity of disabled employees, which has encouraged them to engage with communities in order to pay specific attention to persons with disabilities. Some organizations have also been organizing employee volunteer programs, which collaborate with the disabled persons and networks for recruiting and hiring people with disabilities. According to the Chinese Disability Classification Standard, persons with disabilities receive various privileges in terms of health care and medical services . The Chinese government has provided inclusions for students with disabilities; however, there are no effective reforms in the education system for the disabled students. The life of the disabled persons in China depends on the residential patterns, cultural traditions and the daily needs of the people. The current state of disability and special education in China requires an understanding of the context of Chinese reforms.
There are equal opportunities as well as challenges for the disabled in China. The Chinese government reserves 1.5 percent job opportunities to persons with disabilities . It also works in promoting the disabled persons in terms of rehabilitation, poverty alleviation, protection of rights and many others. Sporting activities for the disabled take place on a small-scale to boost their confidence and improve their social welfare. In China, the disabled enjoy the right of participating in sports of their choice, which the government considers as a key to equal participation in the society. The disability sport laws state that it is the duty of the government to ensure that disabled persons participate in sport activities as much as possible at their convenience. Another special law related to sports that came into existence in 1995 develops initiatives for improving the overall health and opportunities for the disabled at all skill levels .
It is important for China to ensure that the disabled not only receive treatment without prejudice as full citizens, but also enjoy equal access to economic opportunities. The government is responsible for implementing policies that safeguard their interests, unite them and provide essential services in terms of education and employment. Rehabilitation services for normalizing the abnormalities should implement on a priority basis so that the disabled are not dependent on their families . The government should enforce more legislatures to encourage and assist persons with disabilities in order to enhance their capabilities. It should take measures in solving the issues related to the disabled, such as lack of resources and funds. On the whole, the measures taken by China in improving the lives of the disabled are satisfactory, which necessitates the demand for additional policies and initiatives.
