However, state and local authorities have a responsibility of rebuilding the infrastructure, hence are in need of funds. The lost taxes limit the ability to address that responsibility as several properties that used to earn the authorities some tax revenue remain abandoned. In that respect, there is a need to change the legislation and establish a lost tax revenue program. The program would be useful in helping the authorities rebuild the infrastructure that would promote re-occupation of the properties (FEMA, 2005) .

In view of the need for establishing a lost tax revenue program, there should be a limit in terms of the amount as well as the program period. That would be suitable for ensuring that the authorities quickly address the issue and rebuild the region as well as promote the reoccupation of the properties. It would also help the authorities regain the tax collection hence an effective way of supporting the community and the local authorities. For instance, the program for New Orleans where more than 50,000 properties were abandoned no tax collections hence since 2005 would require lost tax revenue program equivalent to the cost of rebuilding the infrastructure or equivalent of the lost taxes whichever would be lower. In addition, the program would have a time limit within which the authorities should have rebuilt infrastructure to enable resume tax collect. That would provide an incentive for effective use of the resources in rebuilding the region (FEMA, 2005)
