As we see from the above table, Sánchez de Lozada was the principle architect of the privatization exercise, and his aim was to bring about a revamp in the management of key industrial sectors by bringing in private capital. The U.S-educated Lozada, along with economic planners from World Bank and IMF initiated a series of neo-liberal economic reforms. Through this, he tried to bring about economic development, reduction of inequality in income distribution and social reforms in the country. The private investors saw the capitalization policy as a chance to expand in a new Latin American market and further their business interests. The labor parties were concerned with large scale layoffs and welfare benefits, while the people were mainly considered about safeguarding their natural resources from being exploited by private investors and a corrupt bureaucracy.
While every political actor mentioned above had a certain level of influence on the policy outcome, the President decided to a large extent the outcome of these reforms, as he was vested with the executive power to impose his agenda. However, the strong labor bodies and opposition of the common public also to a great extent influenced many of the policy outcomes. This can be witnessed in the failure of capitalization of Vinto. The private investors were reluctant to take over such a hostile company and the pressure of the opposition from the labor union made the government decide not to pursue with its privatization. Though the citizens of the country could not actively influence the policy outcome, they had their final say by voting out Lozada in the next election.
