Part 1 - Houston City Council Agenda

One of the city council agenda that was met with critical controversies based on variant autonomous thoughts and independent views was that of Friday, March 13, 2015. The meeting was as provided in section 3 of article VII of the city council charter. The meeting meant to discuss the Agreement Concerning Litigation and to Mutually Support Legislation – agreed upon and enforced on March 6th 2015 between the Houston city mayor and Firefighters’ Relief and Retirement fund.
Costello together with Pennington who are council members, expressed their concerns over the agreement as well as the budget. Senator Paul Bettencourt expressed his stand on the opposition of the agreement and outlined the reasons that prompted his stance. On the same side, the president of the greater Houston Partnership, Mr. Bob Harvey conveyed concern over the pension system’s monetary security via a letter even though he was absent. Other opposers to the agreement signed by the mayor were Mr. Craig Mason and Mr. Corrall Robinson. The situation appeared more complicated since when Mr. Craig Mason was questioned by a member of the council of his stand, Mason stated that he was a member of the pension board but never supported the agreement during voting due to the belief that the board never had a legal mandate to enter into the agreement. As the meeting continued, Mr. Bill Frazer, Mr. Don Hooper and Mr. Jim Noteware appeared and expressed their presence in opposition.
However, Mr. Alvin White urged support of the agreement, he appeared to provide a solution of the issue by highlighting that the problem was based on the gathering the pay. Eventually, a resolution was made to voting through Bradford – a council member. The member further expressed his desire to rule the matter moot as per the rule 14 of the council. The city council was then adjourned due to failure to meet the quorum.

Part 2 - County Government

In the Houston Commissioners’ Court Agenda, it is easier to find a discussion such as “consideration of specific personnel matters,” which may entail discussions on whether to consider seminar allowances. The issue may also entail consulting with the county attorney to grant advice on a litigation that may be pending. In the city agenda, the members of the council have more powers to make laws to govern and to make decisions on financial matters. The council has also additional advantage due to the bylaws provided and that are mandated for authoritative operation.
