Strategic Direction: This is a collection or a course of action implemented to facilitate the achievement of the fire and safety goals for instance: It may involve formulation and implementation of fire and safety laws and regulations that are implemented within the healthcare facility to ensure that safety issues are properly managed.
Strategy Formulation: In this step, the healthcare facility engages in a process that focuses on selecting the most appropriate course of action for managing fire and safety issues within its facilities. There are various courses of actions that may be implemented by any health institution to facilitate management of fire and safety for instance: Application of safety rules, use of fire and safety management equipment and training of staff in fire and safety management. As such, strategy formulation will involve the use of baseline data to decide, which of these alternatives is best for managing fire and safety within the health institution.
Action Plan: Action plan basically means laying down procedures and steps of a detailed document indicating the necessary steps that will be implemented to ensure that the health facility achieves its goals and objectives in regard to fire and safety management.

Creditors/Banks or Finance Loans for Building: This is an important group of stakeholders; the play a significant role in supporting the implementation of fire and safety management other activities in various healthcare facilities for instance: By provision of financial support through loans, donation and grants.
Employees/ Healthcare Providers: The employees and healthcare service providers such as doctors and nurses, have the responsibility of implementing fire and safety rules and regulations. They are also a group of stakeholders that might be affected directly or indirectly by the fire and safety laws.
Shareholders: This may involve institutions or individuals that own a share of stock of the healthcare facility. That is, any individual or institution that has direct or indirect interest in the health care facility. It may also include government institutions.
Government: The government is a major stakeholder in most public health facilities. It plays a significant role in the formulation and implementation of safety rules and regulations. At times, the government may also provide financial support for purposes of managing healthcare facilities.
