The act of terrorism occurs surprisingly, that is, when it happens, governments and citizens are usually caught unawares. The management and control of terrorism activities is also complicated, characterized by bureaucracies and is usually diffuse. However, the most obvious reasons why countries are vulnerable to terrorism is that many leaders are irresponsible or characterized by poor definition of responsibility. Additionally, in some cases, the act of terrorism has surprised many countries due to ambiguous allocation of duties among leaders, leading to a scenario where required actions are lost. Intelligence gaps such as failure to communicate, give alarm in regard to anticipated terrorism activities and security personnel who do not want to mention their bosses’ names for failure to undertake their duties are also some of the factors that have made countries vulnerable to terrorism. Taking into consideration these factors, it is important to acknowledge the fact that the management and control of terrorist activities is a dynamic and complex process. This goes beyond a mere formulation of rules and regulation to cooperation among intelligent and security officers, proper communication, commitment to serve one’s country and the ability to take accountability of one’s actions.
On the other hand, the most apparent aspects of security bills, laws or policies such as the Patriotic Act is that they are basically paper work that have to be implemented in respective departments. However, the successful implementation of terrorism management laws requires resources i.e. technology, personnel and intelligence; the acquisition of such resources may require investment of huge financial resources. In this regard, the assertion that terrorism can be adequately managed by application of legislative processes, would be a considered a ‘pipe dream’ approach.

Giving Personal Rights to Law Enforcement in Dealing with Terrorism

In relation to giving personal rights to law enforcement officers in dealing with terrorism, it is quite a complex decision to make. This is because in some cases, it may involve the violation of personal privacy in activities such as: Home search and a search of personal sources of information. However, from a social and ethical perspective, security is of significant values as it determines the overall well being of humans. Therefore, if it means that my rights to personal privacy, right to information confidentiality among others are to be violated within short of period of time to ensure that my life is not threatened by terrorism, I would give law enforcers the right. This would be accompanied by limitations in the sense that, I would not allow security officers to cause harm to me or any other person close to in the name of ensuring a greater good. I believe that terrorist activities are currently advanced and they may invade people’s personal privacy, without their knowledge. This requires a great sense of cooperation between law enforcement officer and the overall population in a manner that there is proper information exchange and a platform that allows the enforcement officers to perform searches even in private property.
