Discuss the use of taxation and fees by local governments in hazard mitigation.

The concept of hazard mitigation is applied specifically before the disasters occur with the emergency recovery and preparation process and the measures that must be taken in case of disaster occurrence. Hence, it is imperative that it should be a well-coordinated effort to be prepared to mitigate the hazard and to integrate it into disaster recovery management process. The local government has the power to use their taxation and the planned fiscal policy in the hazard mitigation process and distribute the cost of public for the private development of the property that has been considered hazardous. The local government can also use the tax incentive in order to reduce the amount of development in the risk areas (USAID, 1997).

Describe how mitigation affects a community’s decision on growth.

The local community is considered to be the basic source of risk mitigation from hazards as they are the ones that get the most affected. Mainly the regulatory authority, such as the government is able to control the land in the use of community with controlling the quality, location, timing and density of the new development – all which will affect a community decision on growth, but these will be able to save or mitigate the risk of hazards beforehand (USAID, 1997).

Discuss the criteria common to most acts of terrorism.

High-risk targets such as government and military personnel are the most common targets of terrorists. Terrorism act is done to develop fear in the general public, get publicity for their cause and to make the civilians belief that their government is helpless and is unable to fight terrorism. Bombing is the typical terrorist activity because the explosives that are self-made by these terrorists are inexpensive and are easy to make as well as the size that they manage to create is smaller and difficult to detect through detection devices (ARC, 2013).
