For easy management each well in the county is assigned a unique number to identify it. The DWR, department of water and resource conservation, assigns well numbers to the ground water points based on their location. Essentially, the consequences of exporting water threaten the sustainability of water resources in the county. This has d to increased awareness among the residents of the county about water management.
Recently, the community developed tools for water resource management to assess the effects of land use. The tools are prepared to agreed policies between the locals and the state in order to preserve the community’s way of life and the culture they are used to. For instance, the Butte Basin Water Users association, BBWUA, formed in1992 manages surface water and ground water resources thus preventing adverse effects of water transport both within and outside the basin. This also included soliciting funds to model the BBWUA model and produce reports about water use in the county.
A ground water substitution program was formed in 1994 by the DWR after a series of droughts. Generally, willing sellers sold a portion of their surface water in exchange for a replacement with ground water. Later in 1996, the residents voted to assimilate the ground water conservation ordinance that necessitates citizens to have a permit and a public review process for transporting water outside the county and to pump ground water only.
The proactive ground water management programs by the community have caused a series of ground water management plans that have benefited the community since 2010.
