Israeli Prime Minister Benjamin Netanyahu should be considered one of the most “slippery” leaders among the US allies that the latter has experienced difficulties with. All US Administrations starting from George Bush and ending with Barack Obama have been in clashes with Netanyahu, which resulted into certain strain in relations between the two countries.
Netanyahu’s rhetoric is overzealous and unacceptable. His abrasiveness dates back to the Bush H.W. administration period, when his outburst against the US for their relations with Palestine Liberation Organization (PLO) almost resulted into the ban of Netanyahu from the governmental premises and alienated many US officials.
Not only is Netanyahu difficult to be nailed down to commitments but he is also actively against concessions: “no to Palestinian statehood, no to returning the Golan Heights to Syria, no to any notion of sharing sovereignty over Jerusalem with the Arabs” (Keck, 2015). Such blunt positions raised concerns of the Clinton administration.
Netanyahu is also known for backtracking on previous commitments, especially those concerning Palestine (Israel hasn’t withdrawn from parts of the West Bank), which witnessed the Clinton administration in 1998.
The Israeli leader is also willing to play against current US leaders when he deems so, for instance Netanyahu has reportedly lobbied Congress to prevent a direct dialogue of the US with the PLO in 1998.
The Obama administration is no exception and also has rifts with Israeli leader. Troubles of Netanyahu with American presidents should be taken into account before his addressing to Congress on March, 3.
