Introduction
Project management is a significant process that ensures that projects are done and that the objectives that have been set are achieved. This paper will focus on quality according to different scholars and how their measurement of quality has helped define and have new ways of understanding quality of projects.
Deming Edward’s quality philosophy – Deming believed that if organizations adopted the right principles of management, then the quality would be increased and the cost of production would be reduced significantly. The costs would be reduced with time because there would be no attrition that would be incurred. Deming believed that products should have low variability because there should be uniformity in the production of the products. The cost of production should be reduced and that the products should be suitable to be used in the market. Deming defines quality to be a relative aspect that will depend on the customer and what the customer means (Pemsel, & Wiewiora, 2013). The system approach for Deming is looking at the product and ensuring that the cost of production is reduced at all costs. The cost of production will be reduced if the right procedures are followed. The performance standard that he believed was that of ensuring that the costs of production would be achieved and that the market would accept the products that are produced. There should be no variability (Kerzner, 2013). The top management needs to ensure that there is uniformity in products. Junior workers need to ensure that they follow the principles that have been laid to produce the products.
Crosby quality philosophy – according to Philip Crosby, quality should be defined according to the extent in which the requirements have been met. It is an issue of conformance to requirements and how these requirements will be met in its entirety. According to Crosby, quality should be measured according to a list of targets that an organization should be able to achieve. The quality should be stated and measured so that the organization will be able to achieve the required perspectives of an association. The system approach to quality is through, according to Crosby, is discrete and can either be present to absent. In this definition, there is no in-between in defining quality so that there is no way in which the quality will be known and defined in its entirety. Quality should be achieved through proactive means so that an organization will be able to strive to achieve it through tracking of the cost of production. The measure of quality, according to Crosby, is that quality has a Price of Non-Conformance where managers should be able to track the cost of doing some things wrong. Top managers, by understanding these aspects, will be able to understand what they need to change in order to have a better way of doing things. The Price of Conformance (POC) was developed by Crosby and is the price of doing things the first time. Crosby believes that when undertaking a project, there should be no fault. People should ensure that they do it right the first time. Junior workers should ensure that the follow the conformance procedures.
Joseph Juran quality philosophy - according to Joseph Juran, quality should be a balance between the features of a product and product which is free from any form of deficiency. The system approach to quality according to Juran is that, a product is the result of output of a given process and that the output can either be a service or a product. Features will be used to measure the aspects that will meet the requirements of the users. These features should be assessed and achieved. In a service organization, feature will mean such aspects as promptness of delivery or the courtesy that has been extended. Juran stresses the need to meet the expectations of the clients and that at all costs those who are affected by the product should be satisfied. Senior management should ensure that client’s expectations are met and that junior workers should strive to satisfy clients.
Lewis Ireland quality philosophy – according to Lewis, quality will imply the totality of the features and the aspects of a product that have the ability and potential to meet the needs of the customers. The systems approach according to Lewis is to have a whole approach of quality. The entire aspects of the product, from production to sales, should be integrated with quality. Quality will be measured by understanding the entire quality aspect of the project that is being produced. The senior management will have to have a model of quality to be followed. The junior workers will have to follow the requirements and he standards that have been put in place.
According to Project Management Institute, quality can be defined to be the extent in which a set of some given characteristic meets the requirements of the project. The systems approach to quality according to PMI is to look at the other aspects that will be affected. The top management have the responsibility to ensure that there is a balance between time, quality and cost. Junior workers will have to understand the role they play in obtaining quality.
The Deming quality definition and philosophy has been widely used in industries. It is considered to address the current issue that are faced in the industry. It is evident through the adoption of the Total Quality Management which came from the philosophy. I would also recommend the adoption of Deming’s philosophy.
