B. PROJECT OVERVIEW
The purpose of this charter is to provide a blueprint on the scope, objectives, project responsibilities, project details, risk management, process options and deviations, process stages, project control, schedule, and other details deemed necessary for the success of the project.
Upon the design of this charter, a project plan shall be developed for approval from the project sponsor. Furthermore, project activities will begin upon approval of the project plan and the resources by the project sponsor.
The project plan shall be a comprehensive coverage of details about the project, which would include the project statement; schedule of the project; estimated cost; budget; and provisions for scope, resource, schedule, communications, quality, risk, procurement, and stakeholder management as well as project control.
1. Identification
Discovery 1 is one of the many buildings spread across Simon Fraser University, a private research university in Burnaby, British Columbia in Canada. The University was founded in 1965 and now serves 30,000 students with around 950 members of the faculty.
SFU is ranked 24th from the 100 Under 50 universities 2014 in the world by the Times Higher Education, while Maclean's ranked it first among Canada's comprehensive universities in 2015 and in the preceding years.
2. Project Background
The aim of the project is to improve and develop the third floor of Discovery 1 to better serve the students and faculty. It is the aim of the university to continue delivering quality education and one way is through ensuring their convenience and safety through the integrity and aesthetics of the infrastructure.
3. Purpose/Business Need
The university's capital plan reports 53% of buildings in "poor" condition and 27% ranked "fair," due to provincial and federal austerity in the education sector. Furthermore, the need to renovate the third floor is necessary to keep up with the building standards and maintain the university's image as one of the country's top universities while also delivering quality education to its students.
4. Project scope
The work will primarily involve: electrical, civil, mechanical, drywall and FF&E, as well as startup and commissioning tie-ins of all services.
5. Project objectives
SFU Discovery 1, 3rd Floor Renovation is being undertaken for the fit-out of the entire 3rd floor, which will primarily consist of three classrooms, a washroom set, two meeting rooms and an open office space.
6. Sponsorship and Ownership

The project is owned and sponsored by Simon Fraser University.
