I. Arrestee Information
The arrestee is named Franklin Graney. He is a phone technician for San Diego Bell Phone Company. He is a white male, in his late 20s standing approximately 5 feet, 8 inches tall. He had hazel eyes, dark blonde hair, cut short and with a receding hairline. He has a full beard and mustache also cut short. Arrestee suffers from issues associated with a deep hatred towards women. Though armed, he uses more common tools, namely tape, glue and wire in torturing and killing his victims. Currently, he has been linked to the rape and murder of six women in San Diego. He is known as the “Tommy-killer” after the rock-opera “Tommy.”
II. Arrest Information
Graney was arrested in the second floor bedroom of the victim. Upon entering the room we found Graney standing in the northwest corner of the room dressed in his San Diego Bell uniform and wearing black workman gloves. He was holding a black semi-automatic handgun which he had pointed at the head of the victim. The victim, a while female approximately 35 years of age with blonde hair was lying face down diagonally across the bed with her head facing us and her feet hanging off the northwest corner of the bed. Both her hands and feet were bound and tied to the bedposts. Graney said that he would kill the victim if we did not put our guns down. We spoke to Graney and convinced him that further violence was not needed and that we could satisfy his urge for notoriety if he gave himself up.
III. Narrative
While on stake-out for the suspect in the San Diego suburbs, we reinvestigated the site of the previous attack. We found evidence that the suspect was not gluing his victim’s eyes open so that they could watch him in the act but that he was gluing them open so that they can watch him after the act. The fact that the eyes of the victims, were always looking up and out the window, suggested that he was worked with the phone or utility company. We had police tech services look analyze the calls made to the house of the last victim and found that a pattern of calls were made to the victim the day of the attack from a San Diego Bell technician on duty near to the house. They confirmed that the technician that made those calls was one Frank Graney. A follow up visit to San Diego Bell headquarters confirmed that Frank Graney worked there and that he was currently on service calls in the area of Orange and Chandler.
Upon arrival at Orange and Chandler, we found a grey and white San Diego phone service truck with the license plate number of SNLP564 parked on the side of the road.. No one was in the truck but we confirmed that the truck was signed out to Graney. We then proceed to search for Graney by going door-to-door to see if anyone had encountered Graney and checking if anyone was working on phone lines above the street.
Upon inquiry to the house located on 875 Orange, sounds of a child crying were heard but no one answered the door. We proceeded to the back and found that the door was open and a child, seated in a child seat was screaming for his mother. We entered. Next to the child on the kitchen counter we saw a phone technician’s tools kit and tools. After calling for backup we proceeded into the interior of the house. At the foot of the stairs we saw a person moving in the second floor window bedroom window. Be preceded up the stairs and into the bedroom where we encountered Graney and the victim.
IV. Status
Graney was arrested on the spot without any further complications. He is now in detention in San Diego jail awaiting trial.
