The use of technology has changed the structure and public policy by making public service delivery more efficacy to the public. This is because technology has enabled the government to bring the services and governance closer to the public. The difference between technology determinism and information technology, reinforcement theories
Technology determinism theory is the theory that draws its assumptions from the society's technology drivers' point of view. This technology theory originates from the cultural values and social structure of the society: thus when the new technology is innovated it will bring changes that will be adopted by the public administration. For instance, technological determinism can be seen when the government implements the enterprise planning systems. On the other hand, reinforcement theory tries to argue that it is the administration that applies information technology to bring change in the organization. This approach makes use of the assumption that technology will be adopted in the event that public managers see that the information technology has the potential to bring good change in the future direction of the organization. For example, if the information technology manager of the team believes that a certain technology cannot bring change in the organization then that particular technology change get discarded and cannot be adopted by the organization.

The distrust in the U.S.A government by the public can be viewed in many ways: for instance, the public feels that the past government has failed to reduce the rates of unemployment and increase of economy which is the key factors in improving the living standards of Americans. In addition to that, there is blame partisanship where both political parties are blaming each other in team's service delivery, therefore, in one way or another the public tends to end up losing trust in the parts that are used to form the government.
