In the film we see a portrayal of different counter-intelligence measures used between two entities, the communists and the United States of America. The first defensive/offensive measure we see is when the main character, George Ellsworth, is approached by an agent of the communists. The agent asks George to use his security clearance to obtain security documents. Blackmail is the main reason that the agent asks/makes him take photographs of the classified documents. Once George takes several days to take the photographs, the vice-consulate uses standard investigative techniques to find out about the agent being sent in by the communists.
The mistakes that are made by the communists include them using the agent, receiving the passport from western Germany, as the one that is the other party in the blackmail. George is seen walking through the embassy with her and it has been documented by the vice consulate. The second mistake that is seen is that George is nearing retirement with a perfect record. Due to his near retirement it gives him excuses to photographing the documents, and then wanting to leave behind his guilt.
Based upon what is seen in the film I believe that George agrees to admit to some errors. George does this by first not answering questions in the office. While criminal investigations allow persons to have the right to remain silent, many times this right is taken as incriminating, especially those with top secret clearance. The second instance is when George informs his supervisor to stay out of his personal life, when he knows that George is already married. The third instance is when George is storming out of the office and his supervisor asks him which sensitive information he gave out. Finally George’s demeanor when he is walking down the stairs is drastically different than the entire rest of the movie. He has tears in his eyes, takes gulps of air into his throat, and has a more low pitched voice. Even when he was confronted with his affair he did not have these reactions. While he does not come out and say he actually did it, he states, “you have no idea how they planned it”, assuming some guilt.
