The project
The project identified for this analysis is the SFA (The Green Park Step-Free Access). The project is a unique work which won award (Project Of The Year 2012) owing to its risks in construction, small budget and the environment constraints. The construction was under an operational railway and a park. The sponsor of the project was Siemens who worked with ODA (Olympic Delivery Authority) to ensure successful completion.
Objectives and needs
The objective of the project was to establish a step-free access to several station platforms to accommodate disabled people. This was a requirement in law specifically Disability Discrimination Act. The major stakeholders in the project had their objectives to ensure the project became a reality. The ODA, mandate to comply with the discrimination act was required to achieve step-free platform. It also had an objective of increasing the Green park accessibility since it was identified as a crucial exchange allowing for access to main lines such as Jubilee, victoria and Piccadilly. In addition, many sporting venues inclusive of Wembley stadium, the project would transform movement and ensure that the station become one of the 63 stations with step-free facilities. Siemens being the project sponsor needed to see a seamless project completion without accidents or inconveniences to the general public and the rail operations. Lastly the public oriented objective was provision of easy access supporting even people with disabilities who were previously inconvenienced by stair access.
Scope and uniqueness
The project involved construction of a 26M hole dug to accommodate lifts to access rail platforms. Major demands of the projects were connected to digging under an old building which used early construction technology and notably asbestos. The project was to run with a strict deadline without interrupting rail operations, observe noise pollution requirements and accommodate day to day activities in the buildings which were affected. In this respect, the project offers a good case analysis in the construction sector to understand how complex undertakings can be achieved. The project also provides an insight as to why such undertaking can be accomplished efficiently to even become award winning.
