Obama care employer mandate requires large employers to provide health care coverage to its employees or else face a penalty; this law will probably take effect this year or next year (Mulligan, 2014). In essence, employer mandate as it relates to Obama care requires all employers with 100 or more full-time workers to offer health coverages to at least 70% of its employees eligible for the same this year (Oberlander, 2014). Additionally, in 2016, these employers will be required to increase the number of employee’s health coverage to 95% (Chen, 2014). Though this law seems effective in ensuring that a bigger percentage of the American population gets covered, the employer mandate has since stirred debates and created controversy. From a personal perspective, the employer mandate has led to perverse incentives to alter the workforce, and will not decrease the number of the uninsured.
Apparently, implementing the employer mandate fosters or rather creates a sect of the American citizens being overly dependent on the government and underemployed. Considering that this law adds a burden to the employers, a majority of them have opted to offer part-time job. Rather than full-time jobs to evade securing coverage for their employees (Shi & Singh, 2014). In essence, this will not result in any significant reduction in the uninsured rate.
Considering that the main objective of Obama Care is to ensure a comprehensive healthcare to the American people (Jost & Lazarus, 2014), implementing employer mandate will in effect work contrary to this objective. There are many possible ways that employers will evade the employer mandate. Apart from cutting the number of hours an employee works, some will consider layoffs and downsizing to ensure that they maintain a number of employees below 50.
In a nutshell, the employer mandate will lead to perverse incentives to alter the workforce, and it will not the number of the uninsured. The above is true essentially because some employees will seek ways of evading the same. Some will reduce the number of hours while others will consider layoffs.
