Dear Representative Nydia Velasquez:
Five years ago, the Affordable Care Act was enacted into law, allowing American citizens to gain access to affordable and quality health insurance. Today, I am very happy to know that there are 11.4 million Americans who are signed up to the program, thereby improving their private health coverage – something that perfectly fits their needs.
I am personally grateful that the health care law enabled consumers to take control of their insurance plans and their health care in general. It gives millions of Americans the opportunity to take advantage of stable and flexible choices for them to make informed choices about their health. I am specifically grateful of certain coverage and costs: (1) it ends the pre-existing condition exclusions for children; (2) puts young adults under the coverage of their parents’ insurance plans; (3) insurers can no longer cancel health care plans of consumers who make honest mistakes; (4) reviews premium increases and (5) ends lifetime limits on coverage.
Nevertheless, I am also concerned that there are aspects in the law that are quite disadvantageous to the consuming public. As a concerned citizen of this great country, I am interested to know if the costs of the health care plan outweigh its benefits. Young people such as I tend to be healthy and to not need health care coverage as do older Americans. Nevertheless, I contend that because of the low premiums and the benefits of obtaining a plan, young citizens have one of the better deals of all under the ACA when acquiring health care.
I would suggest that the factor of age be neutralized and that healthcare benefits and premiums should be equalized among all plan holders regardless of age. This way, we can ensure that all Americans will receive the same or equal amount of benefits from the health care plans that they are holding.
It is my hope that you continue to uphold the welfare and health of your constituents and consider my suggestion as you make policies to improve the health care programs available in your jurisdiction.

Thank you very much.

Sincerely,

Part 2

First site: HealthIT
URL: www.healthit.gov
I choose this site because it is a good resource of information for practicing health care professionals. For instance, it contains health information and privacy law and policy that provide knowledge to health care professionals about the rights and privileges of their patients, especially the health information and privacy rights.
The site is very informative. It holds information for providers and professionals, patients and families, and policy researchers and implementers. It provides information about health IT basics, implementation, for patients, and about Federal Advisory Committee.
I think the most important feature of the website is the Privacy and Security portion under the Providers and Professional section of the website. It includes updates about laws and policies that protect the rights and security of patients. Information about what type of patient choice exists under HIPAA or about the specific legal requirements for Opt-in or Opt-out policies among others.
Of course it will serve as guidelines on how I should treat my patients especially in dealing with their privacy and security rights, which are often jeopardized nowadays.
I am confident that the site is reliable because it is a government owned website – maintained and supervised by the Federal Advisory Committees and is in partnership with National Learning Consortium.
Second Site: U.S. Department of Health and Human Services
URL: http://www.hhs.gov/about/index.html
I selected the site because it is the principal agency that protects the health of Americans and providing human services. It is the agency responsible for nearly a quarter of all federal outlays.
The site contains information about the HHS Secretary, health news, jobs, contracts and grants, prevention, regulations, and preparedness. It also holds information about the HHS Family of Agencies, HHS Leadership, HHS Programs and Services, HHS Budget and Performance, and HHS Strategic Plans.
I think it is the Regulations Section. The regulations section talks about public participation and rule making, regulatory agenda and even top HHS regulations such as the Affordable Care Act, Health Information Privacy (HIPAA), and Human Research Protections among others.
Definitely it would equip me with important knowledge that would help uphold the rights of every Americans in terms of health care services.
I believe that the site is reliable because just like the first website I selected above, it is a government website maintained and supervise by the Federal Government. The content is created by Immediate Office of the Secretary.

Part 3:

The system of checks and balances is important for every constitution, especially for governments that has three branches just like the United States. The system of checks and balances refers to the power of each branch to limit the power of the other in order to prevent one branch from dominating over the other two branches. For example, the legislative branch creates laws but if the president does not approve of it, he can choose not to sign it to law. This is called veto. But the legislative branch can override the executive branch’s veto with enough votes among its members. And if the president signs legislation into law and the Supreme Court or the judicial branch thinks that it is not constitutional, the judicial can declare it unconstitutional and will not take its effect on the Constitution.

The four sources of law are: constitutional law, statutory law, common law, and the treaties and administrative regulations.

Statutory law are laws that are passed by the government that have been adopted and accept by the people. Administrative law constitutes rules and procedures that are established by regulatory agencies.
Courts and their decisions are final. After the Supreme Court approves a piece of legislation, everyone follows it and it will be imposed by the executive branch. And the legislation, once enacted into law, becomes part of the Constitution. Whatever laws that are relevant to the health care system, once signed into law, will really affect how health care services is carried out throughout the country.
Heath care need to understand how laws are made so that they will know the important features of the law; how it is significant to the consuming public; and so that they can implement the law properly in so far as health care service is concerned.
Healthcare managers need to understand how they can impact how laws are created because they know what happens on the ground. They are the more informed people in so far as the needs of the people receiving healthcare services are concerned.
Healthcare managers need to understand contracts because they are the once who initiate changes in policies and operations in healthcare agencies. The efficiency at which new programs are implemented depends on how much they know about the basic elements of the contract, law, or legislation.
When he is dealing with subjects that are beyond his knowledge or are already too technical for a layman.
