Learning can be accomplished by activating the neural cells which are responsible for the learning task. Human brain is composed of neural cells which make up a circuit in which all the nerve cells are connected. Similarly, in the computer system, the parts are interconnected to each other. Learning either requires the individual to observe the surrounding or others involved in the particular action or learning develops with a certain stimulus. In addition to this, the reinforcement against a certain action can be learned to be prohibited from committing that act. These learning outcomes can be achieved if the individual has the capability of thinking. Computer, on the other hand, is deprived of the thinking capability. The computer works on the principles and codes which are incorporated in its system by the human technician. The computer can only act upon the principles and can only follow the codes. Thus, it can never respond to a stimulus. Therefore, it cannot learn by means of the classical conditioning. Furthermore, computer is unable to recognize the faults committed by its system. Hence, it cannot develop the sense of operant conditioning and learn to avert from repeating the mistakes. The human brain and the nerve cells also compose the programs which can lead the path of different actions. Consequently, new programs can be learned by the human brains. Conversely, the computer cannot itself learn the new programs. However, the new programs are incorporated into its system. Subsequently, the computer runs those programs which are saved in its system. The computer lacks the signals, transmitters and other components which can help in the learning process and increase the capability of the system without the integration of new programs. Thus, the computer cannot learn on its own. It requires programs and codes in order to act.
