Follow up to the implementation of the outcome of the 2002 International Conference on Financing for Development and the 2008 Review Conference
Member countries of the United Nations have always shown division when it comes to the different decisions involving the use and allocation of funds for financial development. It was only in the first decade of the 21st century that UN (United Nations) member countries, which include France, started to expand the sources of financing for development assistance, beyond the originally planned Official Development Assistance (ODA) program . Last April 14 and 15, 2014, the Economic and Social Council conducted its annual special meeting with several international financial organizations such as the International Monetary Fund (IMF), the World Bank, the World Trade Organization, and the United Nations Conference on Trade and Development to discuss different areas in the economic and global financial spectrum that are relevantly affecting different countries, emphasizing the provisions of the Monterrey and Doha conferences on financing for development, following the previous high-level meeting which was conducted on October 7 and 8, 2013 which also had the same aim.
France’s role on that meeting was it recalled and suggested the different potential innovative financing plans to mobilize the international organizations’ vast collective resources for official development assistance such as the use of different financial tools discussed in the forum, in order to scale up the otherwise laggard implementation of the 2002 ICFD mechanisms. France aims to play an increasingly active role in identifying the highest impact programs that will be funded by these international organizations.
Overall, France supports the idea that all projects that aim to support development (be it domestic, local, private, or public, or international) must be carefully reviewed, from both a small and large-scale perspective before appropriate financing requests can be granted. France also heavily participated in heavily calling on other member states to always consider different or preferably better options discussed in the forums so that they can maximize the otherwise limited budget and the overwhelming demand for projects in different areas.
Implementation of the Second United Nation Decade for the Eradication of Poverty
The theme of the Second United Nations Decade for the Eradication of Poverty, that is for the period between 2008 and 2017, is fully employment and decent work for all. The program’s second decade was initiated at a time when unemployment rates in the United States were at all-time highs following the recent global financial crisis that claimed the lives of many job-generating companies after suffering from a severe credit crunch. It can be recalled that the first phase of the program or rather the first decade of the program started in from 1997 and ended in 2006 with a theme suggesting that “eradicating poverty is an ethical, social, political, and economic imperative of humankind” .
France has been, from the beginning, very active in urging the UN to create and recognize and then support programs that aim to uplift human rights and combat extreme poverty. One of the most significant efforts it made was its successful overseeing of the adoption by the Human Rights Commission of Resolution 1999/10 by the United Nations—a move which marked the starting point of work on extreme poverty and human rights at the UN and its partner organizations. France has always and will continue to believe that extreme poverty is a problem that can be countered in any country, regardless of its level of development, and this is why it encourages the fast-tracking of the adoption of national and international policies aimed at remedying situations of extreme poverty .
