Introduction

The increase in gang-related crimes affects how the government works and brings about damages to the country at large. It disables various processes and business within the country affecting the returns generated by the working citizens. The government defenses itself by investing more in harnessing the security of the country and purchase of equipment. Developing and implementing a public policy seems a viable idea in impacting various aspect of public administration. Its benefits out way the demerits by a far as it promises better returns in the end.

Concepts

There is a couple of concepts a government can implement to rising rate of crimes in a country. Federalism is a system that a region has two governance levels (Federalism, 2014). For instance, the national government and the state government can work hand in hand to control the activities of the state. The two governments can put maximize their resources to the fight against gang-related crimes. Apart from that, the two governments can come up with laws to be used for the fight against an increase in crime. Separation of powers will help the two governments to work on separate issues that relate to gang-related crimes (Separation of Powers: An Overview, 2007). The main aim of separation of power is to diversify the duties and not choke the governments with too much work. The choke will bring about slow processing of orders and missions, paralyzing most operations. The inclusion of interest groups will help in narrowing down the duties to schedule people who have a concern about the problem at hand (Hays, 2014). The interest groups compose of ordinary citizens who air their ideas, views and needs to the government with the hope of better results. The situation at hand makes a good foundation for the creation of interest groups as they place their concern on the improvement of their society, community or country.

Elite Theory

The Elite theory is among the various public policy theories that show its influence on policies. The elite theory comprises of three divisions; Economic, Elected, and Cultural. The role played by the economic group influence the resources of the government. They include the banks, investors and banks. The country ought to have a good ground for the investors to come in and establish their base. The more the revenue a country gets, the more the country grows. Eradicating crimes in the country will go a long way to helping in creating the ground foundations for investors. The elected have a role in implementing good governance of the country and create laws that will bring about the order. Their main work in an office for the elected is to represent the interests of the citizens and air their views.

Policy Instruments

Once the government notes a problem, there is a set of instructions that they can follow to ensure they bring justice and uphold the law. The government uses its authority tools to streamline the people as per their wish for example through crisis curfew. The government can impose sanctions and inducements to the people. Through the two rules, the government has the authority to make people act a certain way and stick to a certain rule like penalty, taxes or fees. The next step is evaluating the policy and the impacting of budgets and implementation. Effectiveness will help the country I measure its outcomes from the laws. It will help the government plan how they can enhance the laws in place for better results. The liberty of the people will help in bringing down the crimes. Having clear laws that will bring to book the gangs will ensure that the criminals will have fair judgment for their crimes. Lastly, the freedom of people and criminals, in particular, will ensure the people live in good environments. The inclusion of the policies will ensure fair judgment in the end and provide progress for the country. In the end, the country matters the most to the people and not the officials.
