Narrator: The rising traffic demand has led an introduction of the tolls for the traffic users in Charlotte Area extending Mooresville, NC from Uptown Charlotte. The revenue from the toll will average the targeted range of $25 and $30 million per. The toll will supplement funds that other sources provide to reach the overall targeted capital of $655 million dollars.
Respondent 1: that will not be fair because it will leave a billion dollars amount for the public to repay. Who will be paying the toll?
Narrator: Both the drivers and the motorists who will be using the high occupation toll (HOT) that is well advanced to curb the traffic. Mechanisms are put in place to define the toll payments. In addition, the admin is addressing the issue of how the less wealthy persons will handle the issue. The authority will also involve the businesspersons to listen and address their views on the impact of their customers from the introduced toll.
Narrator: There will be a provision for electronic tolling. In this method, the customer will use their credit card deposited with cash. The toll deduction takes place electronically, and the account’s update happens almost immediately. The holder of the credit card will only require swiping their credit card on the toll machine that will make the deductions before updating their account. The machine would consequently process and produce a receipt that specifies the amount, time and date for the payment of the toll (Schermers 74).
Respondent: That sounds great, but not everyone possesses a credit card. Do you have plan implementation for such persons?
Narrator: Indeed, the authority has considerations for the people who do not have credit cards or individuals who are not willing to make payments using their cards. Such cases will have to pay in cash but ensure to get receipts. The admin discourages the issue of cash payment of the tolls due to corruption. The incoming and the outgoing traffic will pay tolls.
Narrator: The mid-class and less wealthy persons have an economical opportunity upon the completion of the project. However, we will have to support the project by paying tolls.
Respondent 3: The tolls are too expensive. What contribution does the government offer in turn? We can only count on losses if no attention goes to the toll prices.
Narrator: There measures that will assist them reduce the cost for the mid-class person. The persons require not deviating or refraining from making their trips along the route; rather, they should minimize the number of trips. As such, they can buy goods in wholesale and find alternative methods of collective transportation. The authority will develop mechanisms that will ensure fairness in the application of the toll. Plans are already in place to ensure that a businessperson commuting between the local markets and outside should pay the toll once (McCabe 79).
Respondent 3: The businesspersons will lose because the customers would prefer to find alternatives that satisfy their needs at low costs. The entrepreneurs who go for their products outside the area will consider increasing the price of their goods due to the additional expenses. Therefore, an address to the matter will be of importance.
Narrator: indeed such measures are advisable because we do not need the small entrepreneur to incur losses. The fruits will be there for us all to enjoy at the end. Toll payment should be our responsibility (Hemingway 20).
