The Housing Choice Voucher program originated from the Housing and Community Development Act of 1974. I would like to study this program to understand how it assisted the families to access better and affordable housing. The program aimed at subsidizing rental payments to assist the individuals to access affordable housing in the private sector. I am interested in the voucher program because it is unique from other housing programs. Geographical location is not a barrier to the program as it targets to assist people from all locations is the United States (Southern Nevada Regional Housing Authority). As a result, it emerged as a priority and a choice of the largest population because it supports greater residential mobility. I would also investigate why the program has not led to the de-concentration of the minority households. Mostly, the minority opt to use their vouchers in neighborhoods that have people of their origin. Another reason I will conduct studies on this program is to satisfy my curiosity on why the program requires fewer resources compared to the project-based subsidies.
The Housing Choice Voucher program targeted at helping the low-income families, the elderly and the disabled to access better and affordable housing in the private sector. The program required the participants to settle the house rent for 30% of their income as the federal government stepped in to subsidize the remaining part (HUD.GOV). The participants of the programs have the right to make their preference in selecting the house of their choice and the location that they desire. The target population benefits from the program because they can enjoy access to affordable and better shelter.
During my studies, I will use government websites as my main sources of information to conduct the research. The U.S Department of Housing and Urban Development site disseminates important information about housing programs and will be of great help for my research. The site contains a wide range of information that will create awareness and increase my knowledge regarding the Housing Choice Voucher program. Also, I will use the government publications and review the literature from previous studies investigating the housing programs that are based in the United States. The sources of information used must be credible so that they can provide relevant information to support my arguments.
In a scenario where my research is faced with numerous limitations, my backup will be to investigate the success of the Public Housing Program. The program is different from my Voucher program since it aims at ensuring that it provides adequate housing to the poor population. The two programs differ in almost every aspect and conducting a different research will be a better option if my first one proves to have inconsistencies. In the Voucher program, the middle-class, elderly and the disadvantaged people are the target population whereas, on the other hand, the Public Housing Program aims at assisting the poor population only (Fairfax County Virginia). As a project-based subsidy, the Public Housing Program does not require the beneficiaries to pay any amount but offers the houses for free unlike in Voucher Program. I am prepared to handle the Housing Choice Voucher program so that I can learn how it works and am very optimistic that the findings will be marvelous. The Public Housing Program will be a substitute to back up my research if the voucher program fails.
