The man point of the essay is the Islam is universal in a sense that it must and it does transcend everything. Another point made by Khomeini is that the leader or the Islamic Head of State cannot be just anybody from the population of the members of the Islamic State. The head must be a follower of Islam is known to exhibit strong mastery of the Islamic Law. The head cannot deviate from any of the Islamic teaching less he be construed as evil and will therefore be rendered unfit for the position. One of the major works of the head and the Islamic government is to enforce the Islamic Law. In conclusion, it is not enough that the Islamic State has Islamic Law or the Divine Law. It must be that laws will be implemented or enforced by an Islamic Leader with good knowledge of the law.
