The man point of the essay is the Islam is universal in a sense that it must and it does transcend everything. It does not only concern about religion and religious practices, it concerns about the daily life, the manner of governance, politics, as well as economics. The Islamic faith believes in a Divine Law. This Divine law is that which must govern everything. Anything that does not coincide with the divine law, even if it seems good and beneficial from the perspective of the human mind is considered improper and does not come from God. This divine law is what govern nature; it is the power of God unto all, including man and all life on earth. Ruhullah Khomeini, an Imam from the Islamic faith, further explained that any government or political work done by man without the proper guidance of God could be considered in defiance of the Divine Law. In this regard, an Islamic State cannot be considered good from the Islamic perspective if it is despotic or dictatorial. An Islamic state is one that if formed for and by God, who is Allah.
Another point made by Khomeini is that the leader or the Islamic Head of State cannot be just anybody from the population of the members of the Islamic State. The head must be a follower of Islam is known to exhibit strong mastery of the Islamic Law. The head cannot deviate from any of the Islamic teaching less he be construed as evil and will therefore be rendered unfit for the position. One of the major works of the head and the Islamic government is to enforce the Islamic Law. In conclusion, it is not enough that the Islamic State has Islamic Law or the Divine Law. It must be that laws will be implemented or enforced by an Islamic Leader with good knowledge of the law.
