Introduction
The legalization of Marijuana was passed by some jurisdictions and has lighted debates since possessing and selling of marijuana is still considered as a national violation. The debate is about the impact of legalizing marijuana in the country. There is a belief, in one hand, regarding the advantages of removing prohibition prevailing over the harmful effects. The opposing idea, on the other hand, states that legalizing marijuana poses consequences that overshadow the benefits of elating the prohibition.
This paper aims to tackle some discussions of legalizing marijuana and the role of the national laws governing the intelligence operation on this case.
Legalizing Marijuana
Conflicts exist about the issue of legalizing sale and use of Marijuana. Those who favor this move believe on the benefits that can be gained in passing this law. Some support the idea that this law can eliminate arrests for sale and possession of illegal drugs which will result to a reduced criminal records and condensed jail populace. Removing such restriction will allow law enforcement to focus on more grave and more brutal criminal offenses. The firm ruling of the law can also stop the increase of marijuana use even amongst youth. There will also be additional revenue from the taxation of sale and reduced profit of drug trafficking .
On the other hand, oppositions believed that the legalization of marijuana does not; in anyway, wipe away the awfully destructive consequences it entails despite its known advantages. Some harmful effects include the idea of tolerating of drug use that will increase use amongst adults as well as youths. Legalizing marijuana will only increase its usage and this will lead to an increase on marijuana addict users and driving fatalities. It will eventually lead to amplified use of marijuana for its unintended purposes that will overshadow the potential generation of revenue. It will have an adverse effect on economy as well as mental and physical health of marijuana user .
Intelligence Operation
Intelligence pertains to understanding, assessment and assortment of information. Intelligence operations seek to raise perception of an issue. It also helps in strategy expansion and protective efforts. In passing the law of legalizing marijuana, tactical intelligence and strategic intelligence are needed to guide the success of implementing it. The intelligence operation serves as direct law enforcement for arresting and prosecuting violators as well as enforcement for more lasting objectives .
Some countries have centralized police powers in enacting laws for intelligence operations. Other countries placed some restrictions depending on the type of investigation. Base on the abovementioned arguments regarding the legalization of marijuana, a national law must be passed to govern the intelligence operation for this matter.
The national law may choose not to incorporate intelligence operations in their control efforts because of the unwillingness to diverge from traditional investigative procedures. Intelligence operation entails police management and a more difficult evaluation of results. Nevertheless, it is easier to use intelligence operation in criminal analysis for a successful forcing the law successfully .
Intelligence operations can lay the foundation for successful prosecution of violators. They are reliable on identifying involved criminals and they can track down organizations and rackets that support illegal operations. They are operations that can provide evidences and leverages for desired cooperation in enforcing the law. Thus, this paper stands for having a national law governing intelligence operations.
