This Project Charter represents an agreement amongst the stakeholders, project donors and project team and highlights a common understanding of the project to facilitate communication and set limits and authorities for the team and project manager. It also includes a relationship of the projects’ defining boundaries and objectives in a multiple dimension that consists of deliverables, stakeholders, their requirements, constraints and assumptions.

Project Purpose and Objective
The Bowie State University (BSU) Bike Tour initiative in the City of Bowie was birthed by the BMAC as part of the Sesquicentennial signature events and a great opportunity for BSU to reach out to the community. Opportunity will be given to people have pleasant conversations and enjoy their meal at the same time. Tables will be rearranged in different locations based on individual envy. Smoking and non-smoking areas will be taken in account.
Deliverables
Menu will be posted on the beginning of the event. Food will be on site and served to attendees, venue will be vacated and cleaned in accordance with the rental agreement. Sales Systems will be located in the kitchen, wait staff station and carry out corner. A healthy and affordable food menu will be availed. To satisfy the client, personal wishes will be tolerated. Portion sizes can be edited, additional fee will be collected. Divergent methods of payment will be accepted: cash or credit cards.
Assumptions: Exhibitors and vendors information desks will be open in time for the first day registration of participants. Bike exhibitions will be open every day. Each of exhibition will provide interesting information about bikes: history, mark, speed and etc. Fee for entrance will be collected. Vendors will sell bikes, rare spare parts and different verity of attributes.
Constraints: The BSU Bike Tour must be held during the month of October for maximum participation. The budget is also limiting but it is the most that can be collected for the event.
Food Menu
Friday Tour de Commons Dinner (4.30-8.30 p.m.)
Grilled Eggplant Parmesan: Grilled garden fresh eggplant that is lightly breaded will be served with a light tomato sauce. (14.99 per person)
Saturday Gear Up High Carb Breakfast (7-9 a.m.)
Assorted granola bars, nutri-grain and fresh-cut fruit will be served with fresh coffee, orange juice or hot tea at 8.55 per person
Saturday No Helmet Required Dinner Buffet (4.30-8.30 p.m.)
Stuffed Tilapia: Tender and flaky white fish with shrimp and crab blend dressing at 17.99 per person.
Sunday Happy Trails Breakfast (8-10 a.m.)
The Traditional Breakfast Buffet: French toast, pancakes, scrambled eggs with cheese and peppers, sausage, bacon or ham (choice of 2), seasoned country style seasonal fresh fruit, potatoes and gourmet breakfast pastry display. Includes premium roast coffee, apple and orange and hot tea at 12.50 per person.
Monday Heavy Pancake buffet (8-9 a.m)
Heavy pancakes: Unusual pancakes with scrambled eggs, cheese, potatoes, veal or pork, French loaf bread. Pancakes are hold for 8 hours prior frying. Veal or pork seasoned with sour cream – the main attribute of the meal. Dominican coffee and British tea, bananas and apples as fruits at 15.99 for person
Tuesday Eat Fresh (9 -10 a.m.)
Foot long sandwiches. Customer choose different types of bread, cheese and meat on his plate. Seasoning start with ketchup and end up with BBQ sauce, sweet mustard is also in the list. Fresh juices will be served as drinking attribute, but coffee or tea can be requested, 16.99 for person.
Wednesday Pizza House (8 – 9 a.m.)
Master class from popular pizza restaurant. Moto of this day: you are the boss. Pizza will be made within 15 minutes on costumer’s eyes. Customer can participate in baking pizza. Pizza will be served with different kind of bread starting from Italian thin and ending typical puffy. You can choose everything what is going to be on top of it, 14.99 for person.
Thursday Asian Kitchen (8 – 9 a.m.)
Ramen soup with noodles boiled eggs and pork. Fried or boiled rice, with sushi. Asian confection with Ceylon tea at the end, 15.99 for person.
