Informal Analytical Report
This report is to propose a number of possible solutions to shipping issues put forward by the logistics department. The issues regard limitations and changes in the movement of trucks carrying materials from the plant in Tebing to the company warehouse at the Kuala Tanjung Port. These issues are a direct result of the 30 day temporary closure of the main highway which means the trucks have to use alternative route.
Discussion of Options
One of the issues brought up by the logistics department was the possibility of complaints being raised by residents in the areas the trucks will pass through. In order ensure that the company does not receive a lot of complaints and to ensure that there is minimal interference with other motorists, the alternate route should favor the use of rural roads over residential area roads. Rural roads tend to have less vehicular traffic, this means that the trucks will lead to minimum obstruction of traffic and less traffic jams than using primarily residential roads. In addition to that, using more rural roads means that the trucks will move along roads that are more removed from residential homes that may be affected by the noise from to the trucks. The support of the Indonesian Transportation Agency is an added bonus in that they are better placed to know the best roads and outline the most suitable route. This route design will ensure that all the trucks move at optimal conditions and that the loads get delivered as usual even with the main highway closed. This route design on the other hand might mean that more time will be taken to transport materials which will also increase costs.
Another issue that will most likely arise by having the trucks use residential roads is the issue of noise disturbance. Trucks, especially trucks the size in use for shipping make a lot of noise while on the road. This therefore means that the trucks moving past houses at night might result in sleep disturbances to the residents. The current schedule requires the trucks to take 40 return trips a day, 10 of which usually take place at night. This means that a truck will pass by the residential area 20 times in one night, meaning that practically every hour of the night a truck will be passing through. Even though the company has obtained permits to take the route, it would be worthy to maintain a friendly relationship with the residents and ensure that the trucks cause minimal disturbance. A way that this can be done is by either of two options, one is by reducing the loads at night and moving them to the day shift. This will mean that there will be a fewer number of disturbances at night by the trucks. This option might result in congestion during the day as the roads being used are two lane and a large number of trucks on the road during the day will only make a tricky situation worse. Another option will be to have the trucks move as a fast convoy at night. In this system, the trucks will be divided into groups of five, each group going on one return trip as a convoy. This will effectively mean that trucks will pass through only four times a night, it is not ideal for the residents but will be a better compromise for both parties involved.
On the issue of the rights of Indonesian citizens it would be beneficial to involve the local authorities and the company lawyers. This will be helpful in that all possible issues and concerns will be raised, discussed and possible preventive measures will be established and put in place. Due to the possible changes on work schedules and working hours it would also be necessary to hold discussions with the drivers and their union representatives. His will ensure that the issue of possible extra wages and overtime will be discussed and the drivers will get to work in favorable working conditions.
In order to ensure the temporary changes in schedule run effectively, the company should hold discussions with all interested parties and shareholders. This will ensure that there is a set system of addressing problems and capitalizing on good communication. An alternative route passing through areas with the least number of residential houses and motor traffic and organizing two return convoys at night will increase efficiency and reduce disturbances on residents thus reducing the number of complaints. This being a temporary situation, solutions taken should only be short term, spanning over the period in which the main highway will be closed.
Conclusion
Effective implementation of options discussed in this report will go a long way in ensuring the company operations keep going smoothly. The company will be able to keep up transportation and shipping of materials from the manufacturing plant to the distribution facility at the port. The team would like to thank the management for the opportunity to analyze the problem and come up with workable solutions.
