In the peer reviewed article "European food scares and their impact on EU food policy", the authors Knowles, Moody, and McEachern provide a detail review of all the major food scares that appeared throughout member states in European Union and the implication that they had of policy making and food consumers. The authors give an overall review of food induced scares from the 1986 to mid-2006 (Knowles, Moody, and McEachern, 2007, p. 44). The article deals with the complexity of individual policies related to food labeling and food in particular including their impact on the EU market and its consumers. In the first part of the article, the authors give a detailed overview of food scares that impacted EU and categorized their occurrence in three major groups: microbiological related scares, contaminant related scares, and animal disease related scares (Knowles, Moody, and McEachern, 2007). The second part of the article deals with the effect that the food scares had on creating policies that deal with the protection of consumers and surveillance of food production in EU states. As a response to food scares, the majority of EU countries created an independent bodies whose mission is to deal with the food safety and policy adjustment amongst EU member states.
The key findings of the article include a change to consumer-centered food policy (Knowles, Moody, and McEachern, 2007, p. 44) and the issue that exist in hiding food products under EU label. Furthermore, the main answer that this article is trying to give is if the EU policy makers are more concerned with the spread of market or with the protection of food consumers (Knowles, Moody, and McEachern, 2007, p. 58). As the food quality differs between states, the need for creating a policy that effect every EU state has created. In this way, everything is transparent in the process of food production. Based on "the example of influence of food scares" (Knowles, Moody, and McEachern, 2007, p. 57), it is determined that there is need for the creation of polices whose aim is to protect consumers from possible food scares. In this way, if food scare appears, the origin of it can be determined much more effectively.
In the domain of food management and consumer protection, this article contributes as a general insight of food scares that dominated the EU member states and the impact that they had on policy makers. In addition, this article is important because it gives the process that followed prior to focusing on consumer satisfaction on the behalf of EU member states. In this way, "Giving consumers the right to choose, if exercised presents them with responsibility for the implications of that choice" (Knowles, Moody, and McEachern, 2007, p. 59). Based on the provided food scares and their occurrences through Europe in the period that covers twenty years, this article can serve as a threshold for future researches that focus of food and its consumers. On the other hand, this article emphasized the complexity of adjusting existing food polices and regulations among the EU states and applying the same standard of food quality to all its consumers. The provided process of change from food centered to consumer centered focus of particular governmental department can be used as a model for future warnings of food scares and their prevention. The article reveals the importance of transparence of food production and the implementation of regulations as the measure that benefits consumers. However, even though the article offers insight in the food scares in EU, this article does not offer a valid solution for the policy makers. The process of making a unique policy that deals with the possible food scares in European Union and alignments with member states of the EU are explained in the article, but the authors do not suggest a more unique solution for transparent food labeling.
