Problem Statement

A country’s economic trend greatly attributes to its workforce in various sectors, including tourism. Various governments should therefore offer a series of contributions in order to facilitate for the planning and development of their workforce. Consequently, respective governments should be responsible for policy formation and supervision of their implementation, and additionally facilitate for the overall planning of workforce issues. Therefore, an outlook and a critical analysis of the responsibility of government policy in workforce development and planning are relevant. In addition, the role of government officials and tourism managers in the overall planning of workforce issues in the event of proposing development opportunities and new products is paramount.

Issue Framing

Countries that lack strong government policies and initiatives risk the integration of unexperienced migrants in the workforce of various sectors such as tourism (OECD, 2012, p. 88). Despite the migrants’ partial facilitation for labor shortage, they may not fully address the issue pertaining to skills shortage in the host country. They will end up solely filling the employment gaps of a particular country (OECD, 2014, p. 13). The government should therefore develop strong policies and initiatives that would cater for the improvement of migrants’ skills and their integration in host communities. In addition, several vacant positions exist in various job sectors such as tourism, owing to the inadequacy of qualified personnel for the positions. Consequently, government policies should consider a revision of the curriculum, which would shape education and training of the prospected workforce (OECD, 2012, p. 100). In order to address the controversy of workforce competition in the tourism sector, government officials and tourism managers should develop strategies that would limit competition to a smaller sphere and incorporate better and trained workforce. In addition, in order to embrace change and ensure the development and implementation of effective government policies, government officials, and tourism managers should facilitate for strong evaluation of programs and policies in the tourism sector, in order to cater for workforce needs (OECD, 2012, p. 55).

Issue Analysis

Various employees would consider the incorporation of migrant workers in their workforce, owing to the seasonal job demands in various sectors such as tourism (OECD, 2014, p. 11). The government should therefore facilitate for the qualification of the migrants by forming policies that would help in their education and training, which would in turn help in sharpening their skills (OECD, 2012, p. 89). In addition, policies that would facilitate for the overall revision of the curriculum, which may include incorporating additional work-centered disciplines in the education curriculum are important, since the prospected workforce would go through the necessary training equivalent to the necessary job market. Government officials and tourism managers therefore have a big role to play in the general management and planning of the workforce (L, Sr, & Swanson, 2013, p. 85).
Workforce in various sectors such as tourism may experience competition from similar industries in the world. Government officials and tourism managers should therefore strive to limit the sphere of the competition by enacting policies and initiatives that would facilitate for the education of the workforce, such as offering workshops and education programs (L, Sr, & Swanson, 2013, p. 84). The workforce would therefore sharpen their skills and ensure their competitiveness in technology, culture, and global realms. Furthermore, catering for workforce needs is essential, thus government officials and tourism managers should frequently evaluate tourism policies in order to ensure that employers meet and implement workers’ needs (L, Sr, & Swanson, 2013, p. 80). Therefore, evaluating and ensuring the implementation of policies such as ‘providing free workshops to workers’ would facilitate for workers’ training and assure them of job security (OECD, 2012, p. 56).

Recommendations and Conclusions

The government should be responsible for workers’ affairs in various sectors such as tourism, which largely contribute to the economic growth of a country. Forming and ensuring the implementation of policies such as the provision of education programs for workers, revising the curriculum to embrace the job market, and offering free workshops to employees in order to cope up with change and competition are relevant policies and strategies. In addition, promoting the qualification of migrant workers and frequently revising the policies that address workers’ needs are paramount in ensuring the satisfaction of workers in various sectors.
