The Affordable Care Act was one of the biggest health care system overhauls in the history of the United States. President Obama came through on his promise to change the system, but the bill has since been plagued by scrutiny and objections, mainly by the Republican Party. The problem with the passage of the bill was that it was done in such a partisan manner. No Republican voted for the bill, and because of this, the House has tried to repeal the bill time and time again, to no avail. However, when looking at the actual details of the bill, President Obama should have been able to gain a little bi-partisan support by highlighting where the sides agreed, although this too may have failed given the current political dynamics.
The Affordable Care Act placed a mandate on every person to be insured by putting in place health exchanges and subsidies to help poor people afford this mandatory care. The controversy in the health care debate really centered on the individual mandate. Of all the changes Obama proposed to the health care system, the one Republicans liked the least was the government forcing everyone to have this insurance. Of course, the entire system was based on everyone getting coverage, especially the young, healthy people, as this would theoretically keep premium costs lower to pay for the sick. The Republicans strongly disagreed with this approach, and this led to the partisan problem of the Affordable Care Act.
Obviously the Republicans were left out of the bill, although they did not make much of an attempt to compromise as well. However, had the Democrats been less concerned with keeping the bill filibuster proof and created more discussion about health care, perhaps more bi-partisan support could have been generated. The political maneuvering in both the House and Senate were to keep Republicans from filibustering, so perhaps they should have focused more on reaching a compromise than shoving it through. The fact of the matter is the bill proposed by the Senate was quite similar to the Republican plans in 1993, by Senator John Chafee and Mitt Romney’s 2006 plan in Massachusetts. Therefore it was not like the idea concerning individual mandates and health care subsidies for purchasing private insurance was a strictly Democratic idea. Republicans in the 1990’s even supported the individual mandate 20 years ago.
In conclusion, it appears most of the Republican protest was probably due to how the bill was passed, as the blatant attempt to bi-pass them from the political process. Had the Democrats not tried to go around the filibuster, perhaps there could have been some bipartisan support. However, this still may not have happened due to the fact the Republican Party was under enormous pressure from the Tea Party to vote down any change that increased the role of government in health care.
