In the Islamic view, the Divine Law does not only pertain to the orders received from God. It is not restricted to the fundamentals, regulations, and the system which only gives the Divine Law a narrow-minded set of understanding it. The Islamic code covers everything that is even incomprehensible my mankind’s mind, as well as the ingenuity of nature and life. But as much as it focuses on the psychological, it also dwells with the sociological facts of life together with economics and politics. According to Imam Ruhullah Khomeini in his Pillars of an Islamic State, it is said that the label off an Islamic State is not attached to the forms of government anywhere. Khomeini added that it is neither a dictatorial nor a depotic (247) state which plays over the lives of people for the whims of politics. As mentioned earlier, the Islamic State is formed by and for Allah.
In the importance of the Islamic Head of State, there should be certain characteristics one should have. It is demanded that the head must know the Islamic Law thoroughly and that it should be learned well. The head also needs to be impartial on everything and must not act against the Islamic standards that could make him an embodiment of evil (Khomeini 248). The importance of the Islamic Government is for the enforcement of the Islamic Law in which a Muslim must live by. This is also to prevent forces promoting Islamic culture but is unaligned to its codes and principles from governing over Muslim countries. As pointed out in Khomeini’s The Necessity of Islamic Government, a body of law is not sufficient to govern the ways of man, but there should be an effective leader who can execute and regulate over such laws.
