Introduction

At 8:46 on New York time the first plane struck the north tower of the World Trade Center. 17 minutes later the second plane hit the south tower of the WTC. 14 years ago, the world has changed forever, primarily for the Americans. Damage caused to New York, was about $ 36 billion, work on clearing the area where the WTC towers stood, lasted more than eight months. Destroyed the west wing of the Pentagon was restored in September 2002. In memory of these events of September 11 is celebrated in the US as Patriot Day and the Day of Prayer. Across the country memorial church services are held, ceremonies and memorial concerts organized by local authorities, public associations, universities and schools. On all federal buildings in this day national flags are at half-mast.
Investigation into the terrorist attacks is the National Commission on Terrorist Attacks upon the United States. Their work was a report published in July 2004, according to which the attacks were not prevented due to lack of coordination between US intelligence. In August 2004, US President George W. Bush signed several decrees on the reform of US intelligence. They have been associated with a terrorist organization "Al-Qaeda" was in the US legally, and some of them have been trained in American flight schools. The FBI stated that evidence of involvement of "Al-Qaeda" in the terrorist attacks are indisputable, and in October 2001 began Operation United States and Britain in Afghanistan, whose aim was the destruction of bases, "al-Qaeda" and the search for its head Osama bin Laden. International "terrorist number one" Osama bin Laden was killed on the night of May 2, 2011 in Abbottabad (100 km from Islamabad) in north-west Pakistan as a result of the operation of US intelligence.

Body

The September 11 attacks had a significant impact on international cooperation in the fight against terrorism. They have given impetus to the formation of global anti-terrorist coalition countries that supported the US operation in Afghanistan and the UK, which began in October 2001, providing air corridors and airfields. The aim of the operation was the destruction of the international terrorist network database "Al-Qaeda" and its supporting units of the movement "Taliban". The legal framework for international cooperation against terrorism was laid UNSCR 1373 "Threats to international peace and security caused by terrorist acts" on 28 September 2001. According to this document, all countries must create an obstacle to the activities of terrorist operations in their territories. Funding and support for terrorists declared a criminal offense. These lines in the fight against terrorism and has become a priority.
Since December 2001 the EU annually publishes a blacklist of terrorist organizations. Enabling organizations to the list entails the freezing of its accounts in the territory of the EU countries and the person on the list may be arrested on charges of involvement in terrorism. This list is added such documents UN Security Council and the US State Department. As a result, the fifth anniversary of the terrorist attacks in the world was frozen accounts of funds associated with "al-Qaeda" and the movement "Taliban" in excess of $ 147 million and arrested more than 4 thousand. Man, trained at the bases of "al-Qaeda".
Of course, the main consequence of terrorist attacks September 11, 2001 was the death of three thousand people killed in four suicide bombers captured aircraft, as well as in the World Trade Center and the Pentagon. However, the events of September 11 have become a global factor in the many events, phenomena, processes, groups and so on around the world.

Intensification of US Foreign Policy in the Middle East Region

Almost immediately after the September 11 tragedy, the US administration announced a "war against terrorism". However, this war is not limited to only search for "al-Qaeda", she turned into large-scale action throughout the Middle East. Soon after it was announced that Osama bin Laden and other terrorist leaders hiding in the mountains of Afghanistan and cooperate with the Taliban regime - and almost immediately began "Operation Enduring Freedom" on the invasion of Afghanistan. Then began to be heard vague references to the fact that the terrorist act in any way be involved in Saddam Hussein: no real evidence for this has been found, but the very reason to actively use in the preparation of the invasion of Iraq.

Strengthening the Position of the Military-Industrial Complex and US Intelligence

It is estimated that in the ten years since the September 11 tragedy, the military budget of the United States increased by more than a half, and during that time the state has spent on military operations in Afghanistan and Iraq, the needs of the Ministry of Defense and special services more than $ 7 trillion. For example, reporters found that since 2001 in the Washington area were built complexes for covert intelligence operations, the total area of these buildings exceeds the area of the three Pentagon.

Strengthening the Executive Branch in the United States

This strengthening is with respect to legislative and judicial functions and expansion of "police state." After the September 11 attacks have passed laws that expanded the powers of the President in the use of military force to virtually unlimited and are not subject to the Congress, and made possible the intervention of special services in the privacy of citizens without judicial sanctions. For example, since 2002, the security services have access to phone calls and e-mails of Americans in cases where the authorities "have reason" to believe that it will help to protect national security.

Economic Consequences

In terms of the economic the impact of September 11 has affected primarily the US economy: the huge losses suffered New York City, a business center which was destroyed, disrupted the normal activity of urban services and infrastructure. Insurance companies had to pay the owners of the destroyed World Trade Center towers a few billion dollars. Within a week after the attack, stock index fell by 14%, which was the biggest weekly drop in history, surpassing even the Great Depression-era figures. Substantial losses suffered American Airlines: flights have been suspended for some time, besides a certain period after the attacks decreased the number of passengers due to the psychological fear of Americans facing new grips.

Restriction of Human Rights both in the US and Around the World

Actions of the government, the army and the security services of the United States in the "war against terrorism" in the vast majority of cases did not meet internationally accepted and actually American human rights standards. Became notorious secret CIA prison at the military base at Guantanamo Bay, where many arrested on suspicion of collaborating with "al-Qaeda" were subjected to various torture and even execution on the basis of confessions obtained in this manner without full trials. According to human rights, a similar standard was perceived as a valid and practical legal and governments in many other countries in their fight against terrorism, separatism, or even with the opposition.

Growing Tensions in Relations of the West and the Muslim World

Conclusion
Obviously, the events of September 11 and their aftermath continue to affect us, depriving us of the distance necessary for a full account of the impact of terrorist attacks. Nevertheless possible to discern the contours of the holes in the guise of political life in a number of advanced liberal democracies. They are most evident in the damage that was caused by the notions of policy and political debate, and in this context, the most serious danger stems from the events of September 11, probably is some form of "antipolicy." It is possible that under the seductive guise of "security", this form of mind-numbing antipolicy portends policy marginalizes the constructive conflicts that in the form of debates and discussions animate public life in liberal states. In short, it intensified the process of depoliticization, which became one of the main consequences of globalization.
Not even talking about the harmful effects of civil liberties, major concern is that the new language of safety may be a serious obstacle on the way to the creation of a truly global rule of law and democratic governance cosmopolitan. However, they undoubtedly represent the most effective way to deal with the terrorism we witnessed on 11 September. The international community will inevitably have to face resolutely these issues. Neo-fascist fundamentalism (Islamic and other sects), undoubtedly, threatens politics and the discussions that are necessary for its survival. But we must not allow this crisis to threaten the very policy which is so hated neo-fascist movement. These movements can be combated only articulating the grounds and principles of the global rule of law, which in turn means that we need to recognize the elements of conflict and power, impregnating modern politics. This brings us back to the policy, which so clearly avoids new expansive notion of security. First of all, liberalism of fear does not recognize those public spaces and practices that we share.
