The roles and responsibilities of Chief Information Officers (CIO) in the business world have been changing recently (Mangal, 2009). It is brutally wrong to assume that knowledge in information technology and business is all that a CIO needs. CIOs need to be knowledgeable in a variety of fields to succeed in their jobs and fulfill their roles that have been increasing lately. They need to be good managers in their departments to ensure smooth operation in the departments as well as in the whole organization (Holmes, 2006). They are needed to manage IT resources, make plans and lead the process of resourcing, budgeting and training. Another trend is that the CIOs are expected to come up with plans about how businesses can make more profits using ICT frameworks. They are also expected to participate in strategies aimed at reducing expenditures by laying out plans for possible disasters in businesses. They are also required to have very strong organizational skills. CIOs should be able to balance their roles well to ensure that their organizations gain competitive advantages over their rivals (Almazan & Garcia, 2001). They are also required to oversee processes like procurement in their departments to ensure that needed materials are always available.
3.0 Material effects on IT
All the recent trends and issues affecting the CIO that have been discussed show that the roles of the CIO are changing every day. They should be able to fulfill the new roles. CIOs should be well trained not only in IT and business, but also in other areas like management, planning and resourcing.

CIOs should be all round individuals who are not only trained in business and IT but also in areas like management, organization and resourcing. They should be trained in these areas to ensure that their departments and the whole organization succeed in meeting its objectives. The changes in their roles demands knowledge to enable them undertake the new responsibilities that come with the roles.
