On too many issues of global importance of the UN comes to a standstill. The Security Council, desperately needs reform, to give authority to the wider international community and improve their efficiency. And the reason is – incapability to act efficiently now.
The recent events in Ukraine might be the first step towards cataclysmic changes in international politics and diplomacy, as they show that nowadays international treaties like Budapest memoranda can be broken without serious further consequences. The treaty that made Ukraine exchange its nuclear arsenal for security guaranties from the USA, Russia and the UK was in fact broken by one of the parties – Russia. With no substantial reaction from Western powers this fact may potentially destroy many other international treaties and organisations, as lesser countries see that all the promises from the USA, EU, etc, are no more than words. And while Western powers are at disarray – Russia, namely Putin, have their own plans.
Putin wants to negotiate with the West about the fate of the Ukrainian state, as well as the post-Soviet space. He wants to roll back from the modern world order, born on the ruins of the Berlin Wall in the late 1980s, back – into the post-war world order, where there are fixed zones of influence of various large states, and the force of the country is determined by its army, no soft power, no UN. This means a bipolar world again. And if the USA does not react – it will no longer be the leading power in the world.
